The International Telecommunication Union (ITU) ranks Luxembourg 7 among 165 countries in the 2011 edition of its annual study Measuring the Information Society which is measuring the ICT Development Index (IDI).
Innovation
Luxembourg has got the second most innovative companies in the European Union according to the Community Innovation Survey published by Eurostat (11/2010).
Broadband take-up
The European Commission noted in the Digital Agenda Scoreboard (05/2011) that Luxembourg is one of the leading countries on several broadband indicators with a 100% DSL coverage, and the third highest broadband take-up in the EU. Furthermore, the OECD notes in its Communications Outlook 2009 that "Luxembourg continues to lead the OECD with the number of communication access paths (mobile, fibre, cable, ISDN, analogue) per 100 inhabitants at 222.
Mobile phone penetration
Luxembourg is number one regarding penetration of mobile phones with a penetration rate of 157%, according to the OECD communications outlook 2007. Luxembourg also ranks first for the proportion of population accessing the Internet through a mobile phone via UMTS (3G) according to the Digital Agenda Scoreboard (05/2011)
Share of ICT-using occupations in the total economy
Luxembourg is number one regarding the share of ICT-using occupations in the total economy (broad definition) with a penetration rate of 30,6%, according to the OECD Information Technology Outlook 2008. At nearly a third, this is a major portion of the Luxembourg electronic communications center.
